turn off TV effect

Is it possible to do an effect in Vegas 7 where it looks like your watching TV and it goes out? A starry type flash to a small dot and it disappears?
Can that be done in Vegas?

Isn't it easier to just record a tv being turned off?

i don't even think TV's do that any more.

but it could be done with track motion I think.

Thanks for the info. When I tried to open the dowloaded file vegas was looking for particular files that I didn't have. Do you know where I can find them to see this effect?
