Twixtor can do much better than Vegas' built-in frame-blending.

It does require a bit of skill though (and AE or Combustion).

See for yourself what it can do, in this very well written review and tutorial.

Yes, specifically.

It creates new intermediate frames on a per-pixel basis.

Vegas can only blend frames, this often looks mushy by comparison.

You may want to look at DynaPel's "MotionPerfect." Does the same thing for a whole lot less money.

I thought perhaps with Vegas super sampling and Motion Blur.. Vegas may have competed..

MotionPerfect does the same thing as Twixtor, but can't do what Twixtor Pro can do.

Still, Twixtor is expensive and it certainly would be worthwhile to use the free tryout version of MotionPerfect to see if it will do the job with this particular footage.

I never said MotionPerfect could do the same thing Twixtor Pro could do, did I? Mark was asking about plain ol' Twixtor. Twixtor Pro was never once mentioned.
