The only thing I can think of is a lot of manual masking of a yellow solid with a simple transition thrown on the front of each one. I am not aware of anything that would track that in manually for you.
I will say to have that wobbling solid renderd as a video clip and then placing/sizing it under the words.

Hi, this can be done in NewBlue Titler Pro but my version TP7 doesn't show the video & there's no sound so syncing with the voice would be impossible, I believe earlier versions of TP showed the video? but do they play the audio also?
@Former user, current versions also show video - if used as an effect. VEGAS doesn't send the background video information when used as a Generated Media.

@jetdv Hi, sorry not following, I drag it onto the clip from the Video FX window, Right click Media FX or on the Track FX itself, I don't go into Media Generator at all (If that's what you mean by Generated Media), no video shows, Can you expand on your comment pls?
Edit, I got the video to show 👍 but if the timeline is played in TP7 the preview goes black.
@Former user, Here it's added as an effect to an event and showing that event as the background. It also shows the menu option to make sure that "Background from NLE" is turned on.

@jetdv Thanks yep found that, I edited my comment above, prob while you were doing that, will yours play the video?
@Former user, No. It will not appear during playback but will appear when paused. That is a known issue. I believe it used to work during playback in the past but no longer does.

Wow, I have Newblue latest, and didn't think of this was capable. I;m still new to newblue...so you basically keyframed the hilite text...think you can show me how you did it?
This was probably made with the help of a plugin that can detect speech to text and add the highlighting in the text in sync with the recognized words as an add on function, as it's clearly visible that even the precise length of the audio words is in sync with the text highlights. Manually, it's feasable but this will be a tediously maddening task. I'd try and search speech to text plugins with that supplementary function.
Thank you @Former user. I'm slowly learning this stuff, but things are always in a rush in order to stay ahead of the competition :) . I like what you did
@Mindmatter, I was searching for any clues, but found nothing..I think it was manually done because the videos I see are about 1 minute in length, so I have no problem manually doing the keyframes.
