Unable to close FX window

My wife has Vegas pro 19. When she opens some FX, the window opens with the top bar of the window off the top of the screen so she cannot close or move it to expose the close button. I have tried every combination of alt/ctrl/shift + arrows to move the window and nothing works. Any ideas?

When the window is active, press Alt + Spacebar , then M and move the window with the arrow keys.
