underwater effect?

Hi, I'm working on a project, a little scifi short film... uhmm.. a project of enthusiasm and love and not so much skill if that makes sense :)
hehe.
For the opening shot we are building a model of the underwater sea-base where the story takes place.
Do anyone have some good ideas for how we can create the illusion that it is underwater? I have some ideas myself (from theatrical lightning), but I want to hear if anyone here have some ideas for lighting, or fx in vegas or anything at all :)

Get an aquarium. Shoot through it. The water should be moving - use an air pump or a filter. Light the water well. The micro sized stuff moving will help create the effect. You can add gels to the lighting if you want to create a deeper water look. BTW a freshly filled tank will have more "movement" the initial water will be filled with tiny bits of air that will eventually be gone. So you may want to play around with this.

Even better would to be to put the model in the tank.

You can also green screen air bubbles etc in the tank for later use in the project.

Also, watch the making of Finding Nemo. They spent a ton of money to figure out how to make it look under water. You might pick up an idea or two.
