Upgraded video card, seeing weird stuff in preview

I recently added a Radeon HD 5450 PCI Express-1 card to my stock Costco HP desktop so that I could have dual monitors. (I know it's a pretty old card, nothing fancy, but my options were limited.)

Now when I look at the video preview window in Vegas (watching MXF 24p footage, preview window set to Preview/Full), it seems like it's leaving out frames. The speed indicator beneath the window shows it to be playing at 23.976, but watching the video, it doesn't seem smooth. The same video file appears to play better when viewed with the auto-preview function in the Explorer tab in Vegas.

Watching the same clip in the Canon XF utility shows no such slowdown. Watching other HD video clips (say, a WMV file) in Windows Media player shows no slowdown. So, I know the video card is capable of playing it correctly.

I also see a strange artifact in the preview window if there is vertical motion. For example, if someone in a chair stands up suddenly, I briefly see a horizontal line across the preview window - almost as if it was interlacing, and I was seeing half of one frame and half of another. However, this is 24p footage.

My project properties match the video properties. There's no GPU acceleration - it's not an option for me (the only choice is "Off"). The card is using the latest ATI drivers.

I've been using this computer with V11 for some time now, editing this type of HD video (using the on-board graphics), and have not seen this issue until I upgraded the video card.

Did I just get a lame video card, or is there some setting somewhere I should change?
