I have the trial v18 installed, and a video imported. It is playing just fine on my computer monitor. I am clicking around, trying to see where/how to send the video to the decklink, but can't come up with anything. Where do I find that please?

--edit-- had another look. Under prefs > options, I see a 'preview device' tab. The decklink card is listed in the 'device' drop-down, ad when I select it, I see that it says:

Device connected

Device supports audio playback.

And I do hear audio in my external monitor (not computer mon), but I am not getting video.

By default, the DeckLink will output whatever your project settings are to your display. But, not all displays support all resolutions etc. So it's likely an issue of the card sending a signal your monitor doesn't like. You can force resolutions in the menu where you selected preview device. You can force it to convert whatever your project settings are, to whatever your want for your output. Play around with that.

Thanks. I tried all of the resolutions, but nothing works. I cant set that manually.

I can, however, set the project settings to what I want, but that doesn't seem to carry over  to the preview option.

The monitor's specs say it is: 1366 x 768 pixels resolution, supporting 720p signals

I tried another monitor, and got the same.
