V23 "the file exists but does not seem to have any video"??

I just rendered 2 files with the exact same codec and procedure I always use, but no media player opens them.
I've never seen this before. The files *do* exist and have roughly 1,3 Gigs.

Any ideas what's going on here?

EDIT

I had to create a new identical render template, and now it works.

I also just saw that this time, the client had sent me HEVC files, which she usually never does. Might be a reason for the issue.
