VCD Audio Problems

My project has 1 video track and 2 audio. 1 audio is the mic from the camera and the other is the audio stream recorded by my laptop. I've rendered a VCD NTSC MPEG file. I preview it and make sure audio levels and check to see if it is in sync. Now, when I use Nero and make a VCD, the audio levels change. Nero doesn't give a "Invalid File Format" error. When watching the VCD in my DVD player, the points where I switch from the mic to the laptop file, the audio level drops drastically and sounds like it is clipping. I check the MPEG file on my PC and don't notice a change in audio levels or sound quality. Does anybody have any suggestions? Thanks.
