You need to explain what you are trying to do. You don't "install" veg files so I'm not sure what you're asking.

File - Open and pick the VEG file.

HOWEVER, If it was a veg file saved in Vegas 5 or Vegas 6, it won't open in Vegas 4.

Vegas 4 doesn’t have 3D track motion so even if you could open it, it wouldn’t work. That particular veg was saved in Vegas 6 but some people have asked for a Vegas 5 version so I have to find time to go back and redo it in Vegas 5. :(
