Vegas 13 floating windows - won't

I have a keyboard shortcut that opens up UltimateS 4. The nuisance is that Vegas opens this up docked. I keep undocking it but Vegas seems to keep forgetting and next time I open it up it is docked again. How to keep it undocked? Thanks.

I've tried several options in KB Creation - Timeline, Global etc . . . But I still get your results. The same holds for Excalibur too.

Yeah, it's a PITA.... Maybe one of the Scripto Magicians would like to chip in here?
