Vegas 19 Pan/Crop Won't Let Me Resize Images

I have ensured that I have the Event Pan/Crop tool set to move freely, however the frame will not move. Also, when I try to change the "Maintain aspect ratio" and "Stretch to fill Frame" settings to No, it won't let me. It just remains as "Yes".

Make sure you haven't accidentally clicked the Mask track.

After trying all the various settings, I just restarted Vegas and then it worked properly. Seems like some sort of bug.
