Vegas 1kHz test tone - 0dB or -20dB

We're getting ready to put a commerical on TV. The TV stations' requirements include a 30s 1kHz 0dB tone, which I'm using Vegas to generate. However, the tone Vegas generates is -20dB. I can get to 0dB by stacking tracks, so that isn't a problem. But, is there a reason Vegas generates -20dB instead of 0dB? All the stations in town agree on the 0dB leve.

-20 DB in digital audio is equal to 0 DB in analog audio. Make sure your audio matches your tone. No good sending -20 DB tone if your audio is 0 DB digital.
