I just saw today a dude making markers in a timeline in FCP that later would become chapter stops after he burns the mpeg. Is the same possible in Vegas?

Yes.

If you place markers in Vegas and then choose the save markers option at the time you render the file in Vegas into a DVD file then DVD Architect will take those markers and use them as chapter points.
