It would suggest that you are watching interlaced footage on a computer monitor. Do you see these lines on an external monitor?
Can you post a screen shot of what you're seeing?

i have copied some footage to a dvd to see how it played and it gets copied the same way. i will post a screen shot if you can tell me how to get one?

The key is "displayed where?"
On a television? Or on a computer monitor? If it's footage shot from a DV camera, it's interlaced, most likely. Viewing interlaced footage on a computer monitor will usually display horizontal lines in detail and high action. Once you view this on a normal television, this all goes away.
To capture a screen shot, click the small floppy disk icon in the preview window with the screen settings at Best/Full. Then post it to a website, and put the link here on the forum in a post.

i watched it on a television and the lines are still there... i'll try to get the screen shot up.

Could the fields be reversed? Try changing the field from lower to upper (or vice versa) for a couple of events, render, and view, and see if the problem is still there.
