Other than using the EQ filters available in Vegas 7 I don't think Vegas supplies a specific 'Noise' processor amongst its supplied collection.

That said you can try applying EQ and cutting frequencies below 100Hz as a start for the low end rumble. Increase the frequency while playing until you minimise the rumble without making the voice content sound 'thin'.

You can also try doing something similar to high frequencies above about 7KHz and dropping the frequency and adjusting the amount of reduction until you reach a point where the voice starts to sound 'muddy'.
Obviously you back off the EQ so you don't make the quality of the voice muddy or thin.

If you can afford it though I'd look at getting iZotope RX noise reduction.
