The ordinary jargon: WIN7 in not (yet) officially supported, so don't complain to SCS if you get problems...

The reality: VP9 (both 32 and 64 bit) works well on WIN7 x64. After all WIN7 is very much Vista. I noticed a slight speed increase going from Vista to WIN7. Well, that is true for ALL programs I use. So far no WIN7 related issues with VP9. Beware that you might encounter other problems with WIN7, especially if you have 1394b (FireWire800) external drives. But that is another story.

To run smooth you need at least a fast quadcore, so up to date HW is more important that the OS.

Go for Win 7 x64 (in order to utilize at least 8 GB RAM) and install Vegas 9.0b x32 with "the 2GB Hack" (so that you have same speed as x64 but much less trouble - i.e. with the plugins etc).
