If I really think about your question I would say its all art

Some guys are using Vegas for video projection onto buildings; fountains etc do a google and check it out, some amazing stuff

Filming is an absolute art form on its own and so is editing , lighting and sound engineering each would take a lifetime to master

Yes, I saw some of that. I was wondering if anyone uses just the basic tools in Vegas as building blocks to originate art with no outside media involved.

It's possible to do some things, but that's not really what Vegas is designed or intended for. There's so much software out there designed for those tasks that it seems kinda pointless to attempt anything beyond basic backgrounds in Vegas.
