I believe you have to check "use custom routing" in the
preference menu, instead of the "microsoft sound mapper" to
allow vegas to see all audio inputs.

PIDKs provide you with a skeleton for writing your own
custom plug-ins, but of course you'll need some fairly
advanced programming skills to do this.
