Insert > Volume Envelope.

Or grab the top of a single event on the timeline, and pull the thin blue line down. Reduces volume on that whole event and scales the displayed waveform height , like it says in the manual ....

take a hold on the top edge of the take and pull it down. this is the easiest way to lower the volume.
to increase, it's either as MJhig said, or bounce up the track volume, then lowing any that is to high.
