Vegas blacks levels?

In premiere the timeline black is 0 IRE. In Vegas the timeline black is -7.5 IRE or superblack. Is there a reason for this? Can it be changed? I end having to put a black media file set to 16,16,16, to avoid getting illegal blacks when fading a clip to black.
