If no suggestions that work result from your post, please keep in mind that there is a 10 days window from Windows 11 installation date to wind back to Windows 10 without requiring a clean install of Windows 10, so hopefully Vegas Movie Studio Platinum 17 will then be able to work again. Presumably, it will be possible to upgrade to Windows 11 at a later time.

Also, Vegas Movie Studio Platinum 17 was released at a time when Windows 11 had not been released and thus VMSP17 does not officially support Windows 11 - official support is for Windows 10. VMSP is now a discontinued product so I wouldn't hold my breath waiting for an update for Windows 11 support. Even Vegas Pro 19 does not as yet officially support Windows 11
