When I go to open a 16 bit 48k stereo audio file, the audio is slowed down like a sampling prob.
I am using the gina echo audio card.
Is there something I missed here?

Check the Echo mixer's clock settings; I've got a Layla24, and I managed to ruin a project by accidentally leaving the clock source set at SPDIF instead of Internal. What's likely happening is the Gina's sample rate has been set at 44100, so when you attempt to play the 48k file it's getting stretched out.
The Echo cards support multiple inputs/outputs but only one sample rate at a time, so you've got to keep the rates matched when using multiple programs--this is also why they advise turning off system sounds (or directing them to a second sound card).
