VEGAS PRO 12 CRASHING/NOT RESPONDING/CPU 100%

Basically i've had this issue since i reinstalled my windows 10 about 2 months ago.

It's very annoying cause i need about few days to edit simple 10 minute video with all these lags, when if it wouldn't lag i could do it in a hour.

I've uploaded a youtube video to make things clear what exactly is my issue. I've tried 90% of fixes i've found in internet, none helped; 

Might be my PC issue, but as far as i know it should be more than enough for simple editing like this

PC SPECS : 

FX-6300 @ stock 3.5

8gb crucial ddr3 ram

GTX 750ti

I notice you are using Core Temp.

Recently I had a lot of issue with this Core Temp as the memory RAM 'bloated' my PC system and make my system unusable. Finally I remove them.

Now I'm using http://www.camwebapp.com/

 

Does the issue only happening with Vegas Pro 12 only or whole your system (meaning other application or games also get slowed down) ?

Apparently this is problem with OBS's NVDEC codec (or whatever that is called) , i swapped my recordings to x264 codec and Vegas doesn't lag anymore ! (yet :P) 

Tho i have other problem now , since x264 is processor based codec and NVDEC was based on my gtx 750ti so my processor could work in full power in games, now i'm experiencing some stutters when recording with x264  since amd fx6300 is pretty outdated cpu. But that's not Vegas's problem, i'm sure i can get around that by tweaking some settings here and there.
