Vegas pro 13 hanging at start-up

I can't get my new copy of Vegas Pro 13 to load. on the start-up screen it hangs at "Creating file I/O manager..." . An internet search seems to indicate that this is a problem, but there doesn't seem to be a solution. does anyone have any ideas? I have a small job to finish and this is holding me up as I deleted Vegas 12 as that was one of the suggested fixes.

Is the right version of .NET runtime installed on your computer?
If you skipped this step or if it wasn't offered during Vegas installation, the answer may be "no."

Have you installed any codecs or other programs recently? That can cause problems from plug-ins that enumerate installed codecs (the avi plug-in does this).

Yes the right version is installed.

No the computer has just been re-imaged.
