When the error message appears can you paste in what it says under show problem details?

Your deinerlace method should be set to None if you're not using interlaced footage. There is a problem with ALL-I AVC footage where it will use up all your shared GPU memory, which would be 32GB of you system memory in your case, however you should notice that by seeing black frames. You may be using such footage from a video library of stock footage or various videos used for layering that may come as an fx package, or camera footage may be ALL-I .
When you say a 3 hour test project if it's a simple edit Vegas should do fine, but with complex edits, I've read recommendations that you should encode 10minutes at a time and then join them all together, seems crazy I KNOW, but this is the advice I read here.

i'm not sure if it's the GPU memory but if it is would that cause a BOSD effect

i can try and do it but i would has to set up the editing project as Smart Simpleing GPU Only while playing a game in the background during rendering windows and see what happens hold on
alright will i'm currently Re Rendering the 3 hour Project right now and i'm waiting for an error to show up so i can screen grab it
look like it's crashed here V

at this point i do not see a Crash Stop reporting and no BOSD has happened

I think I understand now. you're using that feature for creating motion blur when recording high frame rate footage, such as 120fps or 240fps, then incorporating it into a 30fps or 60fps for YouTube with the motion blur giving an impression it's still playing at a high frame rate due to how smooth movement is. I had forgot about that use, and that should not be the problem.
Like ROgerS said, Vegas should not cause a BSOD unless indirectly such as using up all system ram or GPU memory. Possibly computer stability problems, maybe GPU drivers, but often drivers crash which results in monitors turning off for a few seconds then turning on again.

ok so how can i fix this problem then cause i never seen anything like this happening before

You could try uninstalling the video drivers with Display Driver Uninstaller (DDU) while in safe mode, then reinstall latest Nvidia studio drivers. You possibly want to be on latest game drivers, but this is just to test it's a gpu driver problem. That needs to be ruled out first, Vegas crashing and giving low memory errors are often reported, BSOD's due to Vegas happens much less.

How much space on the drive you are saving it to? Also, can you show in Task Manager by clicking on Performance>GPU, what does that look like when the error window appears?
I've had almost all of my video RAM used up several times, but never have seen an error while rendering. Even during playback, a lot gets used on this project.
