Projects created in Vegas Pro 22 are not backwards compatible with Vegas Pro 14 or any other Vegas Pro version for that matter.

However, if you are asking whether or not projects created in Vegas Pro 14 are compatible with Vegas Pro 22, then the basic answer is yes but with a caveat or two, the main caveat being that any third-party FX used in Vegas Pro 14 must also be useable in Vegas Pro 22. Not all are because they may be license-locked to Vegas Pro 14 or aren't coded for modern Vegas Pro versions without purchasing the current version - if that FX package is still on the market.
