Vegas Pro 9.0 Pan Crop Bug?

If you have a 480p23.976 project and a 480p23.976 clip on the Timeline, can you crop or do anything with pan and scan? I can't seem to be able to for the life of me.

Any help would be appreciated.

scratch that - closing and re-opening fixed - very strange, never seen that before.
