Vegas Pro - Before & After Render Issue

Whenever i import a video into vegas and work on it, its fine. But when i render it, there seems to be a weird brief choppiness to it. I don't know if vegas usually does that or it has something to do with the renderer. I can prove it with a video (the video is a meme but i decided to use it as a reference):

As you can see, there's a brief choppiness that i don't like. Does it have anything to do with a setting? Let me know in comments.

And what are your settings?
F.i. program (version)-, type of video-, project- and export codec-settings.

@Marco. Such short samplers, to me they’re appear similar.

@danklambsauce Can you give a precise range that worries/bothers you? They both appear jerky.
