Does Vegas/Architect support the idea of creating a multimedia CD/DVD. If so, where can I get training specifically for creating a multimedia CD/DVD.

Vegas can/will edit/output your video files.
You would then need to use a program such as:
Multimedia Builder
AutoPlay Media Studio
Adobe Director
to build your multimedia CD/DVD.

There are other softwares for doing this also but these are the ones I've used. Seems like whichever you go with there will be some type of tutorials that will get you up and going. Multimedia Builder & AutoPlay Media Studio were a lot Easier, Straight Forward, and User Friendly for me than Director.
