Yes, by a pretty good amount as well. The GPU alone will add a lot of speed improvements.

Yes and no. Yes, it will help with processing applied FXs but no, VP14 or 15 do not offer something similar to NVENC which would be VEC for AMD. I heard it is in the works but no further news.

You mean it will boost only the fx performance, without boosting the performance for rendering plain part?

If you would have no FX in your event than there would be no difference in render time as the actual encoding would be CPU only. If you do have FX than it will be faster but not as fast as with NVENC. What is your most used encoder for final delivery?
