More info needed. Which version of Vegas? What format is the HD clip? How did you capture the clip? Is this a new install of Vegas on your system? Is your XP 32 bit or 64 bit?

It's likely an issue with a codec for the type of HD clip you are playing.

Sluggish preview is a general issue. It has been up here several times. Try to search for i.e. preview speed etc...
