Vegas Video Speed a up and slow down video

How do make the video pause holding the frame and start at a time specify. Like in the movies when they freeze the frame. I would also like to do a speed up and slow down on a single video track

"Insert Velocity Envelope". It's almost for sure covered in the manual. Come back and query again if the manual doesn't cover it.
