Velocity envelope will only affect the video. However, it does lets you vary the speed over time.

Ctrl-stretch will slow down both the audio and the video together, but you can only choose one fixed speed.

...and just why does velocity envelope only work on video track? It sure would be nice to have that control over audio as well.
