Velocity Set to Zero

Anyone know how to set the velocity to zero? I can easily insert the velocity envelope but I can only drag down to +3% or -3%

One simple easy method is to stretch the track out taller so that you have more precise control when moving the mouse. You can also right-mouse-button click on the point that you want to be 0%, choose Set to from the popup menu, and type in 0. You'll have to do this for both the starting and ending points of that section.
