Vid Cap in Windows 8.1

Is anyone having trouble with video capture in win 8.1. I am I just tried to capture a bit of DV tape from a canon camcorder ( that worked before) and when I try to start vid cap it does nothing, I press the button and it does not launch, no error no beeps nothing. this is really weird I am going to try in win 7 and see if it will work.

I just tried capturing DV from my old Sony PC100 in Windows 8.1/Vegas 12, worked like a charm. Does your camera show up in Device Manager under Imaging Devices after you plug it in?, I've found that if that works then video capture will work, if not, it won't (staing the obvious, I know).
