Does the video appear inverted in Vegas (perhaps due to this capture or encoder bug)? If so, what captured the video?

If you do have to flip the video, it's easy to do using the Vegas pan/crop feature -- open pan/crop on the video event, right-click on the picture, and pick "flip vertical". Then, render it out to RGB uncompressed or DV.

No, it appears fine in Vegas. It was a 1394 transfer from a Sony (heh) DSR-250 camera; then rendered out to a template AVI. Good idea on the flipping in Vegas. I will do that.

Lesson learned is don't let the IT staff force a four year old codec on the workstations. Believe it or now, Media Player 6.4 is what comes down with IE 6. I'm having to encode the WMV files with encoder 7 in order to play on this antique player.

If it helps, and if I recall correctly, there were a few applets folks came up with for this sort of thing that also effected earlier DiVX (again if memory serves). Some were for specific cards, like the old Matrox Marvel G400 TV. However, in most cases they worked for or in other situations with other hardware. If it saves you a step or a bit of sanity you might want to try searching out one or more at places like digital-digest.com. I *Think* the utility for the G400 included the flip fix and worked with wm7 for just about any hardware.

RE: IT, feed them a bunch of caffeine (easy task), & while they're buzzed and happy, explain to them that you understand that they are not up to the challenge of putting wmplayer 7 or 9 on the network, and really don't blame them at all. ;?P

If that doesn't work, and they persist in their belief of the urban myth that anything over 6.4 is evil, perhaps suggest one of the other free players out there that'll handle non-dark ages winmedia - even Real can do it.

And if that fails, I have heard of rather obscure refferences to the effectiveness to be had from hinted threats of kneecapping.
