Video card for TV channel broadcast

I want to buy a video card for my PC which allow me AT THE SAME TIME:

1- To output video signal using RCA conector to the VIDEO MIXER (RCA) for TV broadcasting porpouse.

2- to choose the files and have one ready to broadcast (in a news programme, for example.)

There's a number of companies that specialise in this kind of technology, I'm assuming you'll need scheduling etc. The idea is to have a dedicated machine(s) for feeding the on air content, the last thing you want is glitches in the on air content.

Digital is very expensive.

You said manually started programming. Your computer will show what is on the
analog out in a window but you can minimize the player and do other things.
