Render your project to MPEG-II at the highest bitrate listed. Then you can open that file in the Creative PC-DVD player in file mode and play it out through the NTSC output.
I've got the DXR-3 and it works rather well. There are two problems i have with it though. The image is slightly squashed vertically (people look short & fat), and the player refuses to play the last few seconds of the file. I usually render with 5 seconds black at the beginning and 10 seconds black at the end.
