Video card with TV out and Video in?????

Is this a necessity for doing projects like low budget commercials
and tv front ends??

The preferred setup for TV work is an OHCI compatible IEEE-1394DV card (like Pyro or SIIG) and a media converter like the Canopus ADVC-100. If you have a DV camera you can skip the converter and use the camera as a converter.
