You can do that with several programs. the most popular being Easy CD Creator , NERO (my personal fav) and Vegas Video 3.0 will be able to do that.

Don't you have to have a special DVD player that playes Video CD'S? I have one that is MP3/CD-R/CD-RW compatible but won't play MP3 video. Is their a program that will allow me to change to the right format to play on this DVD player?

to play video cd's your player must list 'VCD' as a supported format. VCD is MPEG-1 video, so the player has to have an MPEG-1 decoder. if VCD is not listed, then it doesn't have the MPEG-1 decoder.
