Video-Clip: Rendering from NTSC 1,3G to: PAL CD-Rom...

Hi, I have a video-clip I'd like to give as a gift to one of my French friends. But this clip makes 1,3 Go so it won't fit on a CD-Rom (700 megs, which I'd like to use).
How can I get the best "available" result?
Should I take this clip (rendered version), open it in VV3 and go to properties then set "half-rate PAL" + "Multimedia-square pixels" then render in PAL ?
I'm actually looking for kind of a "tutorial" here since I suspect one of you guys must have tried this before...

The Render format overrides the Project format, so setting the project format smaller won't make a difference.

DV is ~ 25 mbps, so you're not going to fit much on a CD-ROM. It's not a "delivery" format.

WMV at 512 kbps (320x240), 1 mbps (320x240) or 3 mbps (640x480) will look pretty good.

MPEG-1 (VCD) is going to be readable on nearly any platform, but is only 352x240 and shows a few artifacts.
