Video effect question

I am trying to create a effect where the video clip is playing and I am able to shrink the clip, while still keeping the entire clips perspective (not zooming), to the make it centered in the screen, black background and then I am able to input a title around the clip. I may not be explaining this well, but if someone can help that would be great

Pan and crop would work well for this.

Another way, depending on the effect you want, would be to use a "Border" effect. You could set the beginning size to "0" and the end size to whatever size works for you. This would have the effect of having the border "grow" around the picture; the picture wouldn't move but the outer edges would be covered by the border. Whereas with pan & crop the picture will "move" but the entire photo will be preserved rather than partially covered.

I noticed with Pan and Crop that the actual photo/video is not preserved, maybe I am doing something wrong. I noticed when I added Pan and crop to get the size I wanted, it cut out the remaining sections of the video, rather than just shrink down the video to the size I want.

Stretch the Pan/Crop border out larger than the frame.
