Google 'VIDEO_TS' and you'll get lots of hits, here's one specific to your question but outside of VMS;

Is that the name of the video file or is that the name of a folder that contains .VOB files? If the latter then you have a directory of DVD files. Vegas 6 lets you import these directly using File / Import / Import DVD Camcorder Disc.

I can't speak for Vegas 6 but for Vegas Movie Studio, the following will work;
Open VMS, click File/Import/Media...a windows Import screen opens.
Change the 'Files of type' to read 'All Files (*.*)' instead of the default, 'All Media Files'.
Navigate to your 'VIDEO_TS' folder and all its contents will be displayed in the Import window.
Select all of the VOB files and click Open...the Import window closes and all the video files will load into VMS.

It should also be noted that the DVD Media may be encryptes (CSS/Macrovision), and this may affect your ability to import the video footage.
