Video/Film Matchback?

I am researching NLE software for video/film matchback capabilities. I am starting work on a 16mm film project, and the producer wants to edit on video. The project won't be ready for about a year, but I decided to start my research early. I've discovered a few third party products that handle this for programs like Premiere. Does Vegas Video have the ability to work in this way?

Vegas does not generate a film cutlist.

a round about way to use vegas and get a film matchback ..

shoot on film ... transfer to digital beta or beta SP with smpte timecode and neg #'s ... now transfer your beta to dv with the smpte timecode ... edit your project on vegas ... spit out the EDL from vegas ... use the EDL to conform the BETA tapes ... now the equipment used to edit the beta should be able to spit out a neg cut list ??
