video for broadcast

I've gotten mixed opinions about this in the past, so thought i'd ask:
When applying the "broadcast colors" filter, does this guarantee that the file will meet the needs of broadcast specs?

Also, I wonder if someone might point me towards an online tutorial (video lesson would be great) on how to adjust images for broadcast.

Video:

No, it makes sure the levels don't go above/below NTSC limit but YOU MUST
play it using calibrated gear to insure it does meet the standards.

Audio:

You run into max levels that there might be some confusion (dBFS).
Also for ATSC broadcast the correct Dolby "Dialog normalization" setting
needs to be changed to match your weighted dB levels.

Once again some test equipment and a copy of your station(s)'

I've delivered lots of Videos to Cable & Broadcast in all US Territories/Markets.
I put the Broadcast Safe Filter on my Main making sure that everything goes through it. I check my levels via the scopes provided to make sure they are 'Legal' and NOT at 255 or 0.

I'm sure this 'Clips' some of my color as I can sometimes see a slight difference Before/After applying but not enough to kill the Video and I've never had a rejection because of Colors or Audio.
