video FX & color problem

When i select one event and drag the colour correction filter onto it, it affects the entire track, when I only want to lighten up that one event.

Tried the same with other filters, such as applying a border, and that works fine. Why is the colour filter applying to the entire track?

Also, what is the best colour -correction tool to use when I just want to lighten the dark skin of a person I filmed against a window background without completely washing out the background. I don't want to zoom in on his face anymore than it already is to cut out the window in this shot if I can help it.

Drop the color filter on the event, not the track. Then it won't affect anything but that one event.
I'd be looking at Levels first, because it sounds like you've got a backlight/exposure problem.
You might read:
http://www.dvformat.com/articles/viewarticle.jsp?id=28848 as it has a tutorial on correction for exposure. You'll probably need to apply it in reverse.
