To be honest, i'm not sure what effect you're talking about. It looks like a still-frame screenshot of interlaced video. What effect are you referring to?

Those are interlace lines which are caused by looking at interlaced material on a progressive monitor. They're not an effect, they're a defect. Most folks try very very hard to avoid them at any cost.

How to produce them? Well, you could try rendering the footage to an interlaced format then render this new file into a progressive format. It might work.

Probably try using the motion blur envelope in Vegas 4.0.

Look it up in the built in help file if you haven't used it before.

ZeroSnipe ! Sorry . .I seem to have passed over your post.

Just applied a "TV Simulator" fx . .I was able to produce some really horrid effects . .HORRYFYING effects. There's a "BAD Synch" and a "TV Look" preset. You can also "tweak" how much effect you want. Worth giving a try . .it's horrid . . but quite authentic too . .Has given me some ideas . . thanks for posting and making me experiment . . . it is really yucky . . and no mistake . .
