Video lags with "Add Noise."

I'm making a video that I'm using the "Add Noise" feature along with the TV simulator to simulate a TV/Camera being messed up. When previewing the video in the program, everything runs smoothly.

When I go to play the video I just made (3mbps .wmv) the white noise lags in the video, and I don't understand why. I've tried my video in Windows Media Player and Realplayer. The video time runs fine, but for some reason when rendering the video, Vegas makes the noise lag. Everything else in the video runs smoothly.

I'm uploading my sample part of my video to show you and I'll have it soon. Does anyone know why this is happening? And are there any free alternative pre-don white noise videos I can use instead?

Thanks.

EDIT: I'm using Vegas Move Studio Pro Version 9 (at least ,that's what the CD says. Could have been updated.)

EDIT 2: Video is here. Has to get processed, but it'll be ready. For you information, it's a comical thing for marching band. http://vimeo.com/18976447

What are the dimensions of your WMV file? A 640x480 WMV can be pretty challenging for a typical PC to play.

Do you still see the lag if you output it as a 320x240 WMV?

I went to 512 mbps and it still lags. It's pretty odd to me.
Any possible fixes?

Try Sony AVC/MP4 and see if you have the same problem.

Tried AVC/MP3. This time, the quality of the effect and parts of the videos around it got messed up.
