With real-time recompression, its a little bit of a tradeoff. Use a lower quality setting to get your timings right, then bump up quality to make fine color and other image adjustments.

My setup:
If you have DV footage in a DV project, set the quality dropdown to "preview" and size the preview monitor to 360x240. This will give you 29.97 playback on external monitor with native DV cuts-only footage. You can also get a pretty good feel for transition timing and fx, but them more you pile on the more data your system has to process and the frame rate will drop as complexity increases.

Much of the frame-rate issue is system dependent. I can get decent results with a PII450 Dell, and fantastic results with the athlon 1Gb, which has a 266 mhz bus.
